Position Summary
The Quality Assurance Analyst will develop and maintain business automation tools, design business processes that facilitate achieving agency goals and/or reduce or eliminate expenses, improve internal controls, ensure adherence to HUD regulations and the Annual Contributions Contract (ACC), implement workflow automation, continue process improvement and help guarantee the Acceptable Quality Levels (AQL) are being met.

Essential Function Summaries

  • Create and maintain business automation tools to make process as efficient as possible in the form of checklists, Excel spreadsheets (incorporating macros and formulas), database reporting, and handouts.
  • Support the Learning Specialists in developing training materials that instruct staff in using the business automation tools that this job supports using PowerPoint, video recordings, and/or webinars.
  • Continuously evaluate process and procedures to optimize operational effectiveness.
  • Facilitate quality improvement projects and implement quality improvement programs such as LEAN, Six Sigma, PDCA (Plan, Do, Check, Act).
  • Develop analytical reporting from data in either Excel or relational databases (using tools such as Crystal Reports and Excel).
  • As a technical expert, continuously reviewing HUD regulation for updates and answering questions from the vouchers, contracts, compliance, and administration teams.
  • Communicate with software vendors to stay up to date on updates and/or communicate functionality needs.
  • Perform targeted quality assurance reviews of processing work, tracking results and analyzing trends for potential improvement or training opportunities.
  • Other duties as assigned.

POSITION QUALIFICATIONS
Required Education and Experience

Education: Bachelor's Degree (four-year college or technical school): Required, Field of Study:

Business, Information Technology, Public Administration, Education, or related field

Experience: 4 years of experience in designing business process automation, facilitating performance improvement work, and creating actionable reporting.

3 plus years of experience in technical writing/editing in a professional writing position

2 plus years of experience in Performance Based Contract Administration (PBCA), Housing Choice Voucher (HCV), or other relevant affordable housing experience is preferred.

Bremerton Housing Authority has the discretion to accept any other equivalent combination of education and experience when relevant

Computer Skills:
Intermediate level user of Microsoft programs, including knowledge of using macros in Excel. Intermediate level user of SQL Server.

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Certifications & Licenses: LEAN or Six Sigma Certification, preferred

Other Requirements: Must pass background check indicative to the position requirements.

WORK ENVIRONMENT
This is primarily an office position with the opportunity to move about at will. Hand-eye coordination is necessary to operate various pieces of office equipment. The employee is required to occasionally lift up to 20 pounds. Employee may be exposed to noise from basic office machine operation.
