Bremerton Housing Authority is a public, local government agency that provides affordable housing to the Kitsap area as well as providing services throughout the nation as a consultant to other affordable housing agencies and as a Federal Contractor for HUD. Our mission is to provide high quality, stable and sustainable housing and related services to people who have limited financial means. The Position
We’re looking to fill the Human Resources Manager position with someone who is organized, has great writing skills, superb attention to detail, excellent customer service with employees and management, and someone who has a thorough understanding of human resources programs and services. This person will come in with initiative to roll up their sleeves and get right to work while at the same time building positive relationships. This position contributes to the overall success of the agency. Assignments may include, but are not limited to: planning and administrating human resources policies overseeing payroll, recruitment, new hire orientation, compensation, benefits, employee performance management, training programs, health and safety, disciplinary actions,  and advising management on full range of personnel related issues.

Position Salary Range: $88,011 - $117,671
Reports To: Executive Director
Amount of Travel Required: Some local travel to jobsites throughout Bremerton, WA
Positions Supervised: Payroll and Benefits Specialist, HR Generalist
Union: Non-union 


Required Education and Experience

Education: Bachelor's Degree Required, Field of Study: Business Administration or Human Resources or Related Field of Study (Master's Degree Preferred)

Experience:

5 plus years of experience in Human Resources which includes the following:

  • Thorough knowledge of federal, state and local employment laws and regulations, including but not limited to ADA, EEO, FLSA, FMLA, PFML, COBRA, INA, SCA, NLRB, WARN, OSHA, Payroll, Benefits, Workers Compensation, etc.
  • Overseeing Payroll and HR programs such as Benefits, compensation, performance management, safety, leave programs, staff development programs, labor relations, etc.
  • Applying sound project management principles and practices; and demonstrated strong analytical and problem solving skills;

3 plus years of experience in recruitment

2 plus years of experience in conducting Human Resources services for a public agency

2 plus years of experience in Supervision

Certifications: SPHR, PHR, SHRM-CP, or SHRM-SCP

Computer Skills: Intermediate to high level user of Microsoft Office, ADP or other HRIS systems, internet and cloud-based programs.

Other Requirements:

  • Must be able to drive in the State of Washington and maintain a driving record that is acceptable to be covered on the corporate insurance policy.
  • Must pass background check indicative to the position requirements.
  • Bremerton Housing Authority has the discretion to accept any other equivalent combination of education and experience when relevant.
