POSITION SUMMARY
Directs and administers all operational components of Housing Choice Vouchers to ensure optimum utilization of HCV program funding and to ensure the timely completion of eligibility processes and compliance with mandated requirements.

Essential Function Summaries

  • Supervises and is responsible for the performance of a group of clerical and technical employees in accordance with BHA’s policies and applicable laws and regulations.
  • Implements performance standards for team members and monitors their progress in achieving the standards to ensure program effectiveness. Recognize employee accomplishments, conduct, work performance; coaches for improvement and takes disciplinary action as necessary and in accordance with BHA policy.
  • Ensures regulatory compliance with all Authority and program requirements including annual recertification's, interim recertification's, client port-ins and port outs, and appropriate file documentation ensuring rules are followed and files completed.
  • Assists in the development and implementation of goals, objectives and policies and procedures for the Housing Choice Voucher/Section 8 Department.
  • Ensures timely submission of required HUD reports. Prepares regular and special reports as required by Senior Management staff including but not limited to: legal actions, reasonable accommodations, and risk management. Writes and prepares program narratives, statistics, and other supporting data.
  • Provides technical leadership, coordinates, and provides training, counsels and advises staff, and ensures that all team members adhere to departmental program standards and policies as well as organization-wide personnel policies & procedures through goal setting, planning and evaluations.
  • Conducts regular staff meetings including the communication of and training in Authority policies and program changes.
  • Prepares and/or supervises the preparation of correspondence and monthly activities and status reports.
  • Responds to and resolves issues pertaining to area programs.
  • May create and make verbal reports and presentations to the Board of Commissioners and other bodies when requested.
  • Maintains professional relationships with HUD, community partners, all prospective and current clients and landlords and ensures staff interacts professionally and respectfully with all clients and with each other.
  • Serves in the role of Housing Director when needed.
  • Perform related duties as assigned.

 

POSITION QUALIFICATIONS

Required Education and Experience

Education: Bachelor's Degree Required, Field of Study: Business Administration, Public Administration, Social Science, Behavioral Science, or related field

Experience:

  • 5 years of increasingly responsible experience in a position with a housing authority or other public or assisted housing agency directly supporting daily housing operations, including 2 years of demonstrated experience in management of a voucher or Section 8 HUD-assisted housing program.
  • 3 years of supervisory experience.
  • Experience in the delivery of social service programs and/or other affordable housing programs.

Bremerton Housing Authority has the discretion to accept any other equivalent combination of education and experience when relevant.

Computer Skills:

  • Experience with YARDI or other property/housing management software.
  • Experienced user of Microsoft Office programs, including Excel, Work, and Outlook.
  • This role routinely uses standard office equipment such as computers, phones, photocopiers, ten-key machines and fax machines.

Certifications & Licenses: Housing Choice Voucher Certifications (Specialist/Section 8 Rent Calculations, Management, Standards), required or the ability to obtain in the first 6 months.

Other Requirements:

  • Bilingual in a language other than English is desirable.
  • Must possess a valid driver's license for use in Washington State with the continued ability to be covered under the Housing Authority's auto insurance policies.
  • Must pass background check indicative to the position requirements.

WORK ENVIRONMENT
This is primarily an office position. The employee primarily sits at a desk but has the opportunity to move about at will. Hand-eye coordination is necessary to operate various types of office equipment. The employee will occasionally lift and carry up to 20 pounds.
