Bremerton Housing Authority (BHA) is a small public, local government agency that provides affordable housing to the Kitsap area community. BHA also oversees HUD housing programs in multiple states as a federal contractor. Our mission is to provide high quality, stable and sustainable housing and related services to people who have limited financial means. Our work is to help our clients to become economically self-sufficient, while at the same time strengthen communities. We use our public and private resources efficiently and effectively. It is our goal to do this all while helping our employees to grow both personally and professionally.

The Ideal Candidate

We are seeking someone who’s passionate about digging into the numbers while having the ability to see the big picture. The most ideal candidate will have experience overseeing the financial operations of federal contractors obligated to use Cost Accounting Standards under the Federal Acquisitions Regulations. If possible, the best candidates will have finance and accounting experience in in the nonprofit social services or government sectors and even better if they have experience in the low income housing services field. Experience converting accounting systems or analyzing and implementing improve accounting processes and procedures through accounting systems would also be greatly helpful in this position. Candidates must have these competencies

  • Cost Accounting Standards (CAS)
  • Federal Regulations Acquisitions (FAR)
  • Local Government Accounting knowledge
  • Ability to Convert current accounting process (currently set up to meet HUD regulations) to a “Cost Accounting” process as required under the FAR
  • Analyzing and Improving Accounting procedures
  • CFO level strategic analysis

Really would like the candidates to have these competencies

  • YARDI Accounting Systems
  • Accounting software conversions
  • Real Estate Development and/or Acquisition analysis
  • Low income housing industry knowledge
  • WA State PEBB accounting (reporting retirement liabilities)

May be nice for candidates to have these competencies, but they're not currently included in the job description

  • Over seeing other areas such as IT, HR, Procurement, Asset Management, etc.
  • Lean - Six Sigma or other quality standards


The Position

The Finance Director will have primary responsibility for planning, implementing, managing and controlling all financial-related activities including accounting, finance, forecasting, strategic planning, cost accounting, and investor obligations. The Finance Director will provide strategic leadership and establish the agency's overall financial and contractual environment, including pricing. The Finance Director will ensure all proper controls and systems are in place; enforce or ensure compliance with laws and regulations governing financial and securities institutions and financial and real estate transactions; and ensure there is sufficient capital and financial information for the agency to operate soundly and compliantly.

Education:

  • Bachelor's Degree (four year college or technical school) Required, Field of Study: Business or Accounting
  • Master's Degree Preferred, Field of Study: Business or Accounting

Experience:

  • 15 plus years of experience in Finance for a major organization or division of a large corporation.
  • 5 plus years of experience in leading accounting/finance teams with a non-profit social service or a public municipality or a strong understanding of government accounting
  • 5 plus years of experience in Federal Acquisition Regulations and Cost Accounting Standards
  • Must have some experience in Real Estate Acquisition or Development
  • Experience working with Housing and Urban Development (HUD) or low income housing programs would be greatly helpful in this position.

Computer Skills:

Must have intermediate experience working with Excel spreadsheets. Must have adequate experience using Word and Outlook. Having experience in YARDI accounting systems is a definite plus.

Certifications & Licenses:

Highly prefer certified Public Accountant (CPA) or Certified Management Accountant (CMA) designations.

BHA is based in beautiful Bremerton, WA where it is a great place to live and/or work.
