POSITION SUMMARY
Position is responsible for accounts payable or accounts receivable accounting functions for the agency and contributes to the collection, maintenance, and reporting of timely and accurate financial and accounting information. This is the second tier of a three-tiered position and incumbents at this level are expected to solve accounting problems with minimal assistance and begin working with more complex problems.

Essential Function Summaries

Accounts Receivable Desk

  • Collect cash and check payments and log into accounting system. Ensure payments, monthly deposits, and charges are posted to the correct accounts.
  • Review Tenant Payment Agreements to ensure they are recorded correctly in the tenant ledger and send collection letters to tenants on a regular basis.
  • Coordinate with Owners/Property Managers regarding money owed to BHA or to the contractor.
  • Review write-offs, process write off approvals monthly, and approve move outs.

 

Accounts Payable Desk

  • Audit transactions of contractors & vendors and ensure all allowable expenses such as rent, utilities, subsidies, legal fees, damages, and late fees are posted accurately during the month.
  • Reconcile travel expenses ensuring all travel voucher submissions are accurate, documentation is complete, and adhere to BHA policy.
  • Reconcile monthly credit card statements by reviewing submissions for accuracy of coding and complete substantiation of expenses.
  • Process invoices, including verifying expenses, accurately coding expenses, and entering them into system for Manager review.
  • Monitor the allocation schedules and update throughout the year as needed.
  • Match purchase orders with invoices and receiving documents for accuracy and review open purchase orders at month end for the accrual entry.
  • Record public housing utility data into a tracking spreadsheet each month and reconcile with the utility bills.
  • Work with the IT department in order to properly allocate the IT budget across the company.

Additional Functions of Both Desks

  • Act as an Accounting Liaison to Property Managers and third-party contractors via telephone and email.
  • Regularly back-up other Accounting Analyst desks with minimal oversight.
  • May provide backup support for payroll processing.
  • Other duties as assigned.

 

POSITION QUALIFICATIONS

Required Education and Experience

Education:  Associates Degree (two-year college or technical school): Required, Field of Study: Accounting preferred but can include Business Administration, or other relevant subject.  

Experience:  4 years of experience in full time accounting and/or full charge bookkeeping.  Experience must include using algebra level math to create accurate formula calculations in Excel.

Bremerton Housing Authority has the discretion to accept any other equivalent combination of education and experience when relevant.

Computer Skills:     Intermediate user of MS Office programs, including Word, Excel, and Outlook.  Must be proficient in using accounting software.

This role routinely uses standard office equipment such as computers, telephones, adding machines, photocopiers, and fax machines.

Other Requirements:  Must pass background check indicative to the position requirements.

WORK ENVIRONMENT    
 This is primarily an office position. The employee primarily sits at a desk, but has the opportunity to move about at will. Hand-eye coordination is necessary to operate various types of office equipment. The employee will occasionally lift and carry up to 10 pounds.
